Could anyone please comment on the practical aspects of a student with
an F1 visa working while enrolled in a university?

I read on a government web site that the student cannot work off
campus during the first year. How is such a restriction enforced? Is
there a notation on the social security card or what? (And so what is
changed during the second year to allow employment?) The school does
not allow even on-campus employment during the first year (something
about they want the student to concentrate on studies !!).

you cannot work off campus without INS autorization, which is reflected
on your SSN. If you do and you get caught, you get deported. You wil
have to apply for authorization after first year, based on unforseen
circumstances and severe economic hardship as a result of these
circumstances. So, if you are from a civilized country, your chances of
getting this work permit are small.

You can work on campus for 20
hours a week during semester, and full-time during holidays and summer
break. Even in the first year.
