A spouse visa holder be it provisional or permanent is allowed to
enter/leave Australia as he/she pleases.
Only thing to note is that if the provisional spouse visa was granted
onshore, the permanent spouse visa can only be granted onshore, so if
she is planning any trips abroad when the permanent spouse visa is being
processed, she needs to inform DIMA so that the grant can be made after
she is back in Australia.
