Default When to pay the ROLF

I intend to send in my PR app soon with the initial payment. How soon
afterwards do I have to send in the ROLF? Should I plan on making payment
soon after, or wait for some cue from the Canadian government that I even
have a chance of getting in? AFAICT from reading this list, the process
can be as quick as 6 months or as long as 18 months (or even longer). When
do most folks send in the ROLF?

ROLF is required prior to visa being issued - it is strongly advised to pay
it shortly after interview waiver or shortly after successful interview if
one was conducted.
