what is going on ? diversity lottery

I applied for diversity lottery in august 2003..
my wife and i filled out the application from www.usais.org and mailed
it with signature and photographs to us immigration in washington dc.

the site said that our application had been received and processed.

today I find that www.usais.org does not work any more..

i found some diversity lottery information on www.us-immigration.org.

it states that registration period is November 1 2003-December 30
2003.

Do I need to fill out the application online all over again?

The site also mentioned that multiple applications would be rejected..

what must I do ?

who can I call to find out what to do or not to do for enrollment in
next diversity lottery?

WASHINGTON (Reuters) - U.S. authorities said on Thursday they
had shut down an Internet scheme that took millions of dollars
from immigrants on promises of help getting U.S. residency.

Officials from the Federal Trade Commission and the
State Department said a federal judge had issued a
temporary restraining order against the operators of
Internet sites that netted about $3 million last year,
the FTC said.

The operation consisted of two men who ran eight Web
sites and did business as U.S. Immigration Services,
U.S. Immigration Online, USAIS and USIO, the FTC said.

I think you can safely assume these people will not submit
your application for you from Florida jail, so why don't you
do it yourself (read http://travel.state.gov/dv2005.html)
