If your children were not formally adopted by your wife then CIC action is
quite correct. They needed a study permit to start with and they broke
immigration law by going to school without study permits. You either asked
wrong question, wrong person or didn't clearly explain circumstances when
you got the answer that your kids don't need study permits. I strongly
recommend seeking help of reputable immigration lawyer in Edmonton.
