I suggest you slow down and do a LOT more research before you make a
move.
At this point, no matter which petitions you submit and which visa she
applies for, the wait for an interview in the DR is at least one year
currently. Doing your research FOUR or SIX months ago would have been
even better.

This is exactly how we've done every nearly step in the process so far,
from the I-129F petition all the way through to removal of conditions. I
suspect this will happen one more time when Mark applies for
naturalization in a few months. I complete all the forms, then give the
forms and a pen and have him sign them. The only application thing I
can't do for him is his photos!

Thanks for the awesome info Dave! One last question though, why file the
K3 at the Chicago Service Center?

That is what is marked on the I-129F instructions for the purpose of
K-3/K-4s (let me be clearer to say it is a Chicago address, not necessarily
a Service Center). Just got the mailed notice yesterday that our K-3/K-4
petition was transfered from the Missouri Service Center to the California
Service Center (where our I-130 was forwarded for my location since the
Texas Service Center no longer handles I-129Fs or I-130s) "in order to speed
processing" (which I have no problem with, unless they rush to a bad
judgment). Not really sure to know if that is a good or bad sign based on my
limited data.
