Default UK income tax

Can someone describe to me or point to URL with more information on UK income tax?

The things interesting:

What are tax Rates and Allowances for single/married?

Do depends (children) are qualify for deductions?

How different UK tax system v.s. US in form of other tax brakes/deductions?

According to http://www.hmrc.gov.uk/ Rates and Allowances - Income Tax
Basic rate 22% applies to amounts of 2,091 - 32,400
Higher rate 40% applies to amounts over 32,400

Does it mean that if the salary is 32,399 I get taxed at 22%
When when I begin making 32,401 I immiddeatly jumt to 40% ?
