Default Truck Driver already in Oz on 457

My husband has held a regional 457 as a truck driver here in Oz
since June this year. We are aware that he can apply for PR via RSMS
after 2 years with his employer (he has said he will sponsor). I
have a few queries.
1. Hubby is not too happy at his place of work and has been offered
other jobs but they are not in a regional area, is there any way of
being granted a 457 in a non regional area as a truck driver.
2. Is there another way of getting a permanent visa any sooner. We have
heard that there may be some changes on the cards at DIMIA for truck
drivers possibly in the form of labour agreements, would we be able
to get PR sooner this way and also how do we find out which companys
have labour agreements in place?

Any advice will be gratefully received.

How big a truck and would this be the WA area please?
