Travel document issues Question
Dear experts,
A landed immigrant ( March, 2002 ) after few days stay in Canada he returned to third country rather than country of his nationality. Now he is willing to return Canada at the end/early of March 2004. No doubt, he has sufficient time for meet 2/3 residency obligation. If above landed immigrant will apply for Travel Document ( for the purpose of returning to Canada at Feb./March 2004).In what/which grounds visa office (outside Canada) may refuse his application for issuing travel document? Thanks, |
