Not necessarily. I worked as a private contractor to the federal
government for almost 3 years. I got a regular paycheck, but absolutely
*no* deductions were made. So... tax was *not* deducted, and I *did* owe
each year!

I think it's got something to do with the SSN, it's posible with the
visa that she has that she doesn't have a SSN but has a Tax
Identification Number instead (TIN). If this is the case then the reason
that you can't file using Turbotax is that you can't file electronicaly
with a TIN, it has to be mailed.

Print the forms from Turbotax and mail them will be the best option. At
least though by using Turbotax, you'll know what refund if any will be
coming back, or how much you owe!

Agreed -- but it may be a path out for him he should consider. Of
course, the best advice for anyone on a visa or gc is to file
religiously whether you need to or not and keep copies as you'll need
them eventually. But when the milk's already spilt...
