Obviously I cannot say anything for definite but I would say you have a
good chance of getting your new EAD in time considering that your
biometrics are done and that it is a renewal. My renewal last year was
significantly faster than my original application. In terms of
expediting, I have heard it can be done. The example I have been told
was a doctor who was able to make the case that not being able to work
would adversely affect her patients. Her attorney wrote CIS a letter on
that basis.
As far as name check waits are concerned I don't think they are handled
regionally but I could be wrong. The CIS ombudsman's report of June
2006 stated:
"However, while the overall percentage of long-pending cases is small,
as of May 2006, USCIS reported 235,802 FBI name checks pending, with
approximately 65 percent (153,166) of those cases pending more than 90
days and approximately 35 percent (82,824) pending more than one year"
The same report included case studies of applicants waiting 5 and 6
years.
There is certainly no harm in writing to the District Office, at the
very least it gives me a little peace of mind and who knows, it may
spark someone's interest over there who can actually make a difference.
