Default Sponsorship Inquiry

Hello

I have a situation going on and would like to inquire about the best
steps to reach my goal, and to find out what are the best steps toward
it.

Here is a brief state of affairs.

The persons concerned:
- Me, a single Canadian citezen working in IT in the province of
Québec.
- Her, a Japanese citezen working in Japan.

What we want:
- To live together in Québec

The current plan:
1. She would come from Japan to Québec as a visitor, so that we can
have a Civil Union (same as marriage)
2. The Civil Union done, we would apply from Canada for a spouse
sponsorship and Permanent Resident.
3. She stay in Canada while the sponsor and PR forms are being
processed.

The question / problem:
- Could she stay in Québec while the sponsor and PR request is being
processed, or would she have to move back to Japan and wait for
months?

I would very much like to hear your view on this case.

Yes, she can stay in Canada throughout the processing of the PR application.
When she arrives she should be careful to answer the immigration officer's
questions truthfully.

I have more questions however.

"You will not be allowed into Canada if you give false or incomplete
information, or if you do not satisfy the officer that you are
eligible for entry into Canada. You will also have to convince the
officer that you will leave Canada at the end of your authorized stay
in Canada. "

In my case, she would intent to stay past the authorized period, while
the Sponsorship and PR applications are being processed. This raise
the following questions:

1- Being from Japan she does not need a Visitor Visa, but how long
could she be authorized to stay, and when would she be informed of
authorized length? Could she get this information from the canadian
ambassy in Tokyo, or only at the border in the Montreal Airport?

2- Can she really come to the immigration officer in Montreal Airport,
with a one way ticket and say that we intent on getting married and
doing sponsorship, without any documents to prove that? What are the
odds that she will be refused?

3- If question 2 raise a problem, then how about coming as a visitor
with the intent on coming back to Japan afterward, but then once in
québec 'change her mind' and go ahead with sponsorship + PR and wait
in Quebec past the authorized visitor time?

It might be all very simple and easy but I want everything to go well.

Also, we I _need_ to go do Sponsorship, or can we do directly Marriage
-> PR request?

Yes, she can really do that. If I were you I would be at the airport to
meet her in case there are questions or any sort of language problem, but
she can definitely come to Canada and be sponsored by you once you marry.
While that case is in process she can remain in Canada with you.
