Default sponsored family visitor vs tourist visa

Hi there,
A friend of mine from The Netherlands has family in Australia and she
wants to visit them. I was just curious about what types of visitor visa
are available and have read on the DIMA site about the sponsored family
visitor visa (679). It seems to be a lot of hassle to apply for this
visa, and I can not see any difference with a normal tourist visa. Why
would anyone choose to go for the 679?

Maybe if it is not possible to qualify for a regular tourist visa?

Is your friend a Dutch citizen? If so, then why not just apply for an
ETA if the plan is to visit for less than 3 months:

Thanks. Yes she is a Dutch citizen so ETA is the way to go. But I
wonder: is it possible not to qualify for a regular tourist visa??

Of course it's possible to get refused. Especially if they think you are
not going to want to go home after your visit.
