special situation
If no one can send/mail you your PR card from Canada then apply for
'Travel Document' at Canadian visa office abroad. Tell CIC why you
couldn't get your PR card even if it was mailed to you. You don't have
to go into details, just inform them that you have to visit in
emergency to see your sick mother. I believe the following links will
help you in this regard:

Re: special situation
tell them you have lost or mispalced yoru PR card and that is why you
need the emergency travel document. You can then either contact them and
inform them you found it when you get back or if indeed it is lost
forever due to your uncles death then you can apply for a bew one using
the forms etc.
