Default skilled migration - police certificate question

Hi there,

I am preparing to apply for a general skilled independent migration from
Belgium to Australia. I have a question concerning the required police
certificates to proof I am of "good character".

Booklet 6 states that "the applicant MAY be asked to provide police
certificates for each country he/she has resided in for more than 12 months
over the last 10 years".
However, form 47p (which explains how to obtain these certificates) seems to
suggest that you MUST obtain such a certificate.

Does anyone know what exactly is required now? I have lived in the US also,
should I include police certificates of both countries in my migration
application, or should I wait because the DIMIA may not ask for it?

If you've lived in the US for 12 months or more, you will need to
provide a police clearance letter/certificate from a local or state
police department in the city or state that you resided. You will also
need to provide an FBI criminal check based upon submission of your
fingerprints.
