What you ask is entirely a matter of personal preference. If you think
Rome has enough sites worth seeing, then it is certainly worth visiting.
I enjoyed my visit to Rome and I found plenty of interesting things to
do sucha s visiting the Vatican and the coloseum, some of the
neighborhoods, restaurants, and so on.

Check any decent guidebook or do a web search and decide for yourself if
you want to devote some of your trip to seeing Rome.

However, all roads lead to...

Train service from Florence to Rome makes the trip quite easy
and quick.

As others have suggested, Milan is the "stick out" in this trip.
Personally, I would have suggested Venice and Rome. But we don't
really know how and why you made your choices to begin with.
You could do a very nice trip doing just Rome and Florence and not
have to spend much time traveling at all. Venice is sorta "out of
the way" from the rest of "tourist" Italy.

I think someone else suggested something like flying into Milan,
do a day there, mostly to get over jet lag. Move on to Florence,
then move on to Rome and leave from Rome. When in Florence you can
day trip to Sienna if ya want.

I think skip Milan other than to fly into it and split the few days
you have between Venice and Florence. 3 days in 3 cities like Rome,
Venice and Florence is too few days in all of them. Stick with two
cities.

For nine days, I'd skip Rome and save it for another trip where you
fly into Fiumicino and can spend four or five days.
