Hotel Santa Chiara includes some apartments in addition to their
conventional hotel rooms that may meet your requirements. It's a three*
hotel, immaculately clean, with a friendly helpful staff, and -- best of
all -- it's centrally located (directly behind the Pantheon).

In Venice, check out http://www.aiduefanali.com/ and the apartments that
they offer. The apartements are 5 minutes from St. Mark's Square. I stayed
there with my wife and 2 children (ages 10 and 9 at the time). I think they
fulfill your requirements.

How old are the kids? -- when we traveled with boys, age 11 and 12, we opted
for cheaper hotels and seperate rooms. They loved it we loved it. They spent
hours hanging out Rome, Florence, and Venice windows just looking at things.
It gave them freedom, and we felt they were secure.
The Pensione Bucintoro in Venice has rooms that overlook the lagoon, at a
place where the submarines often moor. The kids would get to know the
sailors from the window, and later go down a visit up close. In Rome they
watched a barber across he street, and then asked to get their hair cut.

You can get a list of the hotels that will take 4
here:http://www.hotel.it/

and here:http://www.venere.it/

If you book a triple, a 4th person is not allowed. Many hotels do not
have quads.
