Find below my timeline (Indian on US H1 visa)
Applied to Buffalo (skilled applicant) : May 2002
e-client says 'Started Processing' : July 2002
Interview waiver + request for additional
documents + Do medicals after 6 months : May 2003
Medicals Sent : Oct 2003
Request for ROLF : Jan 2004

I postponed paying ROLF since I wanted to pay only after my medicals
have been cleared. But e-client still says nothing more than InProcess
(started processing July 2002).

So have our medicals cleared? When can I expect passport request if I
send the ROLF next week.

Your case is probably very close to completion.
Send the ROPR fee as soon as you can.
Your medicals have probably been received and if no further medical tests
are needed then the ROPR fee is the only thing that is holding your case up.
Send it ASAP.

They will not send the request for ROPF request if the medicals were not
complete and satisfactory. Send it in.
