You must apply two years after the date you became a permanent resident (e.g
sometime in June 2005) and can apply 90 days prior to that date. Any
websites that say otherwise are wrong but, IMHO, most are not wrong - they
are just unclear. Usually it's because they are confusing about the other
two year rule - namely that you get conditional residence if you become a PR
prior to the second anniversary.
