As long as he had legal status in Canada, it's typically counted as
half-time. It's never a good idea to apply AS SOON AS you've met the three
years anyway, to allow for miscalculations.
Take your time, don't bother counting days unless you're outside of the
country and apply when you've been present for AT LEAST 3.5 years. You've
waited this long, a few extra days won't kill ya. :-) Good luck.
