Default recommendations for avid bargain shoppers in Rome and Florence

I will be taking a trip with someone who loves to shop--into fashion
but a bit of a bargain hunter. All the guidebooks I've read suggests
the Prati for more "reasonably-priced" shops in Rome, rather than the
area around Via Veneto.

Are there other areas in Rome beside the Prati? Are there places like
the Prati in Florence, and are they easily accessible by public
transit?

Other than remembering to fill out the form claiming the VAT, are
there any shopping related things I should be aware of? Thanks. in
advance.

There is a difference between 'reasonably priced' and bargain. Since
Via Venito tends to be high end expensive anywhere civilized will be
more reasonably priced.

As to VAT you will have to spend significant amounts in a shop before
that kicks in. The minimum will vary. FFM
