In that case I've got to make stop-over in HK, which's not in my routine.I'd fly directly to manila/cebu . according to your suggestion , does that imply that there won't be any money-changer/bank to deal with RMB yuan in philipine at all?

I think that you are the victim of false information.
If you are passing through Hong Kong, a money-changer there (basement
of Chunking Mansions) could probably do what you want. Otherwise,
unless you can use an ATM card you should convert your RMB into
dollars, which of course can readily be exchanged in the Philippines.
