In that case I've got to make stop-over in HK, which's not in my routine.I'd fly directly to manila/cebu . according to your suggestion , does that imply that there won't be any money-changer/bank to deal with RMB yuan in philipine at all?
would you kindly advise me further on the issue?

I think that you are the victim of false information.

If you are passing through Hong Kong, a money-changer there (basement
of Chunking Mansions) could probably do what you want. Otherwise,
unless you can use an ATM card you should convert your RMB into
dollars, which of course can readily be exchanged in the Philippines.

The simplest solution is to convert your RMB funds into US dollars
before you travel: ask a bank and/or travel agent near your home about
the current regulations.

Otherwise, a stopover in Hong Kong is likely to be necessary. You may
find that a flight from Hong Kong to the Philippines costs less than a
flight from China proper: check fares on an on-line travel agent such
as zuji, aerohk ... and there are many others.

Of course, it may now be possible to exchange RMB within the
Philippines -- try asking one of the regulars from this board who
still lives there (such as Boracay Bill) to see if there are now
money-changers there who would accept your RMB.

Have you decided whether you are going to Manila or to Cebu? Few
people enjoy Manila, so you might do better to fly directly to Cebu.
