Is this Social Security Affidavit one that the SSA completes that says
your fiancee/husband is not eligible for a social security card? Many
states used this form in the past but you might want to check if the SSA
is still doing the letters.
Did you also ask her what status proof they would require for your
husband to be eligible to get a learner's permit/driver's license. Does
he need an EAD or a green card/I-551 stamp?

I know that states vary on requirements, but I thought some other
states may be like this also, so I wanted to post this as an idea for
those who've done their web-research (like I did) and found info that
their same kind of info that I found.
