Perhaps this will help : http://www.eta.immi.gov.au/

For short vacation or business trips to Australia, the holder of
passports of several countries are eligible to apply for their visas
online. It makes it much more convenient and faster, and easier for
those certain passport holders to obtain short-term visas.

The list of countries are in the website (refer to it) and they are
considered "low risk" countries.
