Default quotas and visa posts

simple question. are PR targets (quotas) defined by posts (Buffalo,
Islamabad, Buenos Aires, etc) or is there one big number for the whole
world?

The annual target in each class is accepted by Parliament and then CIC
assigns individual targets to each visa post, accordingly to their
processing resources. Obviously visa posts in countries that are the source
of higher number of immigrants have their resources and targets allocated
accordingly.

But it is irrelevant for most applicants anyway as new law eliminated quite
effectively "faster visa post shopping" - application can only be submitted
to visa post processing immigration cases from the country of applicant's
nationality or country of residence if applicant has been lawfully admitted
to such country for at least 12 months.
