Go to Google and type in "driver license + <name of province>"
You will need proof of identity, not proof of solvency, or even proof
of good character. In recent years there is cooperation between some
or all provinces and some or all US states in DUI cases. AFAIK
Canadian provinces do not revoke the licenses of deadbeat dads. (But

If you are not a Canadian citizen, and if the IRS knows you are in
Canada and you owe them money, they can ask the Canadian Customs and
Revenue Agency to collect the money for them.
