Default Question regarding GC Lottery "Country of Birth" entry...

Hello,
I am applying for the Green Card Lottery 2003 program online via
the official site and there is a field "country of birth".
Now, I was born in Slovenia, then under Yugoslavia, but I am Croatian
(which was also part of Yugoslavia) citizen who always lived in Croatia.

I noticed that there is no "country of citizenship" field in the form,
but only country of birth and "native country"(what does this mean?)
If I put Slovenia under country of birth they automatically assume
that I am a SLovenian citizen which is not true.
IS someone in my situation even eligible for the lottery?
