Default Question on Security certificate

my fianc=E9 is from Rio (Brazil)
i'm Canadian Citizen=20

on 5289 guide p.25:=20
http://www.ci.gc.ca/english/pdf/kits/guides/5289E.PDF

in the section "How to apply for police certificates"
I want to make sure I understood , that if the country is not listed n=
o police certificate is required?
