Sara,
I've never dealt with the consular section of the embassy in Israel, but
what you've said here is consistent with the general routine everywhere.
You laid out the procedure quite well yourself
- when you have all the requested documents and materials ready, you
take the checklist back to the consulate
- the consulate gives you an interview appointment
- you go to the interview and bring all of the documents and
materials with you.
One particular document that you didn't mention - the DS-230 Part I
Application for Immigrant Visa. At most consulates this application
form must be turned in with the checklist to get the interview
scheduled. You might want to check with the consulate to find out
about this.
