Question about registered letter time line

I am living in Montreal, Canada. My wife from China sent me a registered
letter contain immigration forms+police certificate+marriage certificate on
Oct 1. I track it on Canada Post website and it show Canada post send to
custom in Vancouver on Oct 6 approx 7PM. Now is Oct 21 (3 weeks now) and I
still didn't receive the letter..and the status still show it was in custom.

I would like to know usually take how long to clear custom for registered
letter? and how long usually take from China -> Canada (Montreal) for
registed mail? I call Canada Post and all they can do is give me Canada
custom #, which I get an answer machine from Canada custom mailing room..I
did left message yesterday and today but they never call back...I just hope
that letter is not lost..

A registered letter I received in October had been in Canada Customs for
about 5 weeks before deliver.
