I am running into a problem with one of the jobs I've held in the last ten
years. It was with a small company operating out of someone's house, and
it was back in 1996. The partnership has since split up and the guy who
had the records has since thrown them out, so there is no employment
contract or tax records for my time worked there. I tried requesting a
1996 transcript of my tax return from the IRS and they said it wasn't
available but didn't say why (it was all automated). I don't have the
records myself, I only keep my tax returns for 3-4 years. I have spoken to
a member of the partnership (he is still running the business) and he can
get me a letter of reference but he doesn't have anything else to show that
I worked there. Any suggestions as to how else I can prove my employment
here?

Do you have paystubs?
If not, you've got to go with what you have.

Take the letter of reference that the owner is willing to give you.
Make sure it lists the duration of employment, duties performed (as detailed
as possible), salary and other benefits.
If he can add some good words about your performance, that'll be great too.

Also, ask for contact information of any ex-employees who worked at the same
time as you did.
Request them for references.

The IRS has recently made it more difficult to get tax return transcripts.
You can no longer call the local office.

There are two ways. One is to call the IRS at 1-800-829-1040, push whatever
buttons you need to to get a real person, and just ask. You will recieve
them. If you call at one of their "busy" times, you may just get the
recorded messages as the only option. Keep trying until you get a real
person.

The other way is to find a copy of Form 4506
http://www.irs.gov/pub/irs-fill/f4506.pdf on their website. Mail that in -- you
should get results. (Ignore the part about the fees. The free version will
be sufficient for your needs. You can get a tax return transcript; you can
also get a transcript of your W-2 slips. (You are not looking, by the way,
for a tax *account* transcript. That is the one that shows your tax bill is
actually paid.)
