Hi Kath
Yep - that is a pre-grant letter.
The 136 is an offshore visa - that is, it cannot be granted whilst you
are in Australia.
You now need to choose where you want to go that is (a) outside
Australia and (b) has a DIMA office where they can paste the visa-label
into your passports. You have to let the CO know which office you want
the visa to be "evidenced" (pasted into the passports) by and make
arrangements to travel to the country concerned. Once you have left
Oz, your visa will be granted.
If you are on the East side of Oz, Auckland and Fiji are both popular
destinations. In Auckland you can queue up at the DIMA office in
person and they will paste the visa-label into your passports while you
wait. 2 hours in the queue and then 10 minutes waiting for them to
bring your passports back with the labels inside them. I don't know
what the drill is in Fiji.
If you are in WA then the best bet would probably be Singapore. I
don't know Jakarta at all. I used to know KL reasonably well and I've
a feeling that the Australian HC there is not in the middle of downtown
KL. I think it could be in PJ which is not really worth a visit for
its own sake as a place and is a bit of a trek, I recall.
I've h-e-a-r-d that visa evidencing cannot be done in Bali but I am not
sure. It seems only to have a consular office for Australians visiting
Bali. However, my mother was in Perth just before the grant of her
Contributory Parent visa recently. Her CO specifically suggested Bali
since, like you, Mum had to be outside Australia at the time of the
Grant.
I didn't investigate this though because in the end Mum decided to
return to the UK to spend a few weeks with me so her visa was evidenced
in London whilst she was here.
