Default PR Card - Vancouver Friday free-for-alls???

1. Is the Friday no-appt-necessary thing for Vancouver only? Or any CIC office?
2. Where is the Vancouver office?
3. What's the concept for the Friday no-appt lineup: surely either...
- application in-person? If so, can fees/suppl-ID be done whileUwait?
- or pick-up in person, having already applied & rec'd callback??
