Default PR Application complete - Question on PR Card

My husband just received notification that his Application for PR in
Canada is complete and we have been requested to submit his passport to
the Consulate so they can issue his immigrant visa. They have also
request three new photographs.



Can anyone advise whether or not they issue his Permanent Resident Card
as this point?

Timeline

Octr 9, 2003- Mailed complete Application package to Mississauga

Oct 10, 2003 - Delivery Confirmed

Nov 3, 2003 - Gabrielle approved as sponsor

Nov 21, 2003 - Consulate acknowledges they have received Doug’s package
and are processing it

Dec 6, 2003 - Original supporting documents returned, advised that
interview is waived, request for one additional document

Jan 7, 2004 - Doug advised his Permanent Resident Application is
accepted and request for his passport.

Nope, It will be issued about 4 weeks after he is "landed" and mailed.

Congratulations on such an amazingly fast processing time. Back in June of
last year, inland processing was supposedly the faster route, and was taking
4-6 months according to our resident experts. You've managed to get
everything approved in only three months with overseas processing. I wish
they were that fast with those of us waiting without jobs already in Canada.

19 Feb 2003: Moved to Calgary from U.S. on 6 month TRV
12 May 2003: Did medicals in Calgary
20 June 2003: Applied for TRV extension
5 July 2003: Wedding Date
17 July 2003: CIC received inland spouse PR application
15 Aug 2003: Received 6 month TRV extension
20 Aug 2003: CIC request for work history dates (which were sent with
application)
21 Aug 2003: CIC received work history reply by overnight post
4 Sept 2003: CIC e-Client finally shows "in process"
