Restaurant pays not tax before everything is food, but it collects tax, and
it is all cash business, so Restaurant collects sales tax and not forward to
governent, and report no income. Best business.
I have to know who is kissing US ass and who is kicking it. I am a fisical
conservative and social liberal. Any party fits me? Or I have to start my
own party now. I will call it Center Party. Free to join.

If I understand your broken English correctly, you are wrong. Corrupt
business practices aside (which exist in all areas of industry and
commerce), restaurants pay tax on everything they buy for their business.
They collect tax on everything they sell in their business. Double taxation
is illegal, so tax is only allowed to be paid to the government once on any
good or service, so it is the end user (consumer) who is the only person
paying non-refundable tax. To re-phrase, restaurants (like any other
business) are required to return all taxes collected to the government.
They are also entitled to reimburesment for all taxes paid in delivering
their good or service to the consumer. The end user (consumer) does not
have the right to claim taxes paid on business expenses, as they are not in
business. He who eats the food pays taxes on it, just like he who burns
the fuel does, etc. Clear?
