Default Police clearence issued by a Inspector, Is it valid?

Well guys, is it valid if I get a police clearence certificate issued
by a Inspector from a local police station in India? I think only
Inspector is the incharge of that local Police station. Is it
necesarry to get this certificate from Kerala as I spent 2 years in
kerala, South India or I can get it from any police station in India.

Please advice me, it's really bothering me alot as taravelling to
kerala from my place is a big headache!

Police cleareance is to be applied for at the passport office see the link
below.
