Default Police clearence from Consulate

Well guys, please help me. How does it look like a police report from
consulate. Is it valid? Consulate is ready to issue me a letter
stating that I have no crime or arrest record in India.They will state
it as to whom it may concern or police report.They will also attach my
photograph on that letter for my identity.

If it's not valid then how can I get police report from India, do they
make it at every police stations or they have few specific place to
do these things.

If you are in India then you apply for the police clearance at the nearest
passport office.

If you are in any other country then apply for the police cleararance the
nearest consulate or Embassy.

It takes at least 6 weeks for the Embassy to issue the police clearance and
yes it is valid.
