police certificate / substituting documents? (to wait or not)

Dear experts,

I have almost all the documents required for Federal Skilled Worker
application. The only document I lack is a police certificate from Russia
where I lived 2 years. I requested it 4.5 months ago from the consulate in
the US. They said that it takes 6 months to process it. I have some
documents from Department of Internal Affiars showing that I regularly
registered with them (it is required by law in Russia for non-Russian
citizens). Can I send those documents as a substitution of police
certificate? And then send the actual police certificate showing 'no
criminal' record.

I understand that I will be lacking almost 2 months waiting for the
certificates, from my point of view. But I would like to hear experts
opinions what to do in my case.

I'd fax Buffalo (they do not accept phone calls) and ask if it's OK to submit all the documents except police certificate from Russia
which you promise to submit as soon as you get it. Let us know if it works for many of us could face similar difficulty.
