Default petitioning a K-visa for resident aliens

I recently met a couple where the resident alien has lived in the USA
for 40 some odd years but never became a US citizen. After her American
husband died she eventually came into contact with her childhood
sweetheart back in Germany. He is a widower and is over here now on a
tourist visa. They have decided to get married but they want to live in
the US. How does a resident alien go about getting a fiance visa for
their loved one?

The resident alien has to become a US Citizen before they can obtain a
fiance visa for another person.

Only a citizen can file a petition for a fiance visa.
Additionally, a permanent resident can file a spouse petition, but the
spouse could have to wait 5 or 6 years (or longer) at the current speed.
It would be better if resident obtained citizenship first.
