Default not related dependent?

guys,

can i include as "DEPENDENT" in my application for VISA BN/136, my niece
who is eleven years old. Me and my wife are actually planning to have
her adopted but doing so will take months or even years - we can not
afford to delay the lodgment as were claiming points for on "AGE", we
might not passed the 120 point test if we'll wait for it....
Were just planning of including her in our application and just do the
formal adoption once we get to Australia. Is this possible?

What are other options that would be available for us so we can bring
the kid with us when we move to Au.?

Adoption and migration is very complex, you need professional
assistance urgently.
