Default Non-spousal family class application in New Delhi

Hi:
I have some questions about processing times of family class
applications filed in New Delhi. Through this post I am
just joping that I can get some information in addition to the
standard processing times posted on the website based on
someone's experience:
1. We had filed for my parents imigration under Family Class from
Canada in Sept 03. But as they live in New Delhi the
application got transferred there.
2. We received a file number in October 03. When I look online for
status it says
"We started processing your application on October 23, 2003."

But the website of New Delhi consulate mentions the following about
the typical timelines for family class application:

Confirmation of receipt of application: 12 months
First Review: 26 months
Interview: 43 months
Medical issuance: 18 months after waiver decision

1. So I am wondering that now we have the confirmation of receipt
within 1 month istead of 12 months (because we filed the
application in Canada), would the rest of the process be also
expiditious?
2. Or would it now take the timeline above as the application has been
tranferred to Newe Delhi?
3. Is the time taken by New Delhi actually so long for non-spousal
family class applications or has someone experienced
shorter application processing time?
4. What is the chance of interview waiver in this class?
5. And finally the eternal question, is there ANY way to expedite the
process?

I would appreciate any help in this regard.

You will have to believe the website information from New Delhi. The CPC
has no further role in the application. Parents have been placed in a lower
priority and receive much slower processing as a result. Sad but true.

Thnx Jim for the prompt response.
I heard from someone that there is a service available in Canada at a
nominal fee for canadian citizens and permanent residents, which
allows you to get detailed status of the application of parents (and
other family class). Its more like 7-8 pages of detailed status
information as opposed to a terse line on the website.
Has anyone heard about that?

That would be the CAIPS report. It can be a valuable source of information
about the application but is full of codes and local office terminology. It
is not much use getting it until there seems to be a problem, because no
news will be no news if the case process time is within norms for its type.
It certainly won't speed things up either.

1. In my case we have received the acknowledgement and would just like
to know when would be the next step.
This CAIPS report would still tell me when the immigration officer
would have a look at the file for assessment. Right?

2. As far as the codes and terminology in the CAIPS report is
concerned, arent thier code books available that can help me make
sense out of that.
