Default Mr. Andrew Miller and other experts, Please help

Hello Mr. Miller and other experts:
I am seeking your help. I am scheduled to interview in Jan-04 at
Canadian Consulate, L.A. I had applied for PR in skill worker category
in Dec-2001. I got a letter for interview in Nov-03 mentioning that I
will be going in New rules.
However, considering recent amendments on Dec 3, 2003, I think I
will be qualifying in either old or new rules (whichever is more
favourable for me).Am I correct, please let me know?
I had appeared in IELTS test on Dec 13, 2003 just to be in safe
side, and got my scores as following:
Listening: 7.5
Reading: 6.0
Writing: 9.0
Speaking: 8.0
Overall Band Score: 7.5

Do you think this IELTS is good enough to provide me Maximum points
for Language in both old and new rules, please let me know?

You will be first assessed under old rules (providing that your application
was received by Buffalo before the end of 2001) and only if you can't
qualify you'll be re-assessed under new law.

You won't get maximum points for English with this score - you will get max
points for writing, speaking and listening, but only moderate for reading.
