Said another way:
If you are the US citizen, and your wife is not yet a citizen, then a
Green card is not an option for her parents except through other means
(green card lottery, or applying based on exceptional ability etc. if
they are professionals with college degrees)
They can get a tourist visa however. Often, parents are granted a 10
year tourist visa. Good for stays no longer than 6 months at a time.
They need to contact the US embassy in their home country. You might
help a little there by writing a letter that they can take to the visa
interview inviting them to visit with you.
Once your wife becomes a US citizen, she can put in the paperwork for
her mother and father. A US citizen spouse such as yourself, cannot
apply for them, it must come from your wife. The day your wife is sworn
in as a citizen, she can mail the paperwork for her parents to receive a
Green Card. It just takes time for the paperwork but unless their is
some major problem with them they will be issued a Green Card
eventually.
