First of all - there is no employment sponsorship for PR visa in Canada.
Having arranged employment helps you get more points, but it is as far as it
goes.
But you need employer's "sponsorship" (HRDC validated job offer) in order to
get work permit if you want to remain and work in Canada until your PR
process is concluded.
As for selecting visa post - it will always be a gamble as you can only see
what the past and current timelines are and predicting future on that basis
is rather futile. What you should take under consideration is convenience in
case you are called for interview. And of course your main concern should be
flawless preparation of application package without leaving any margin for
officer's doubts, questions or need for interpretation or verification that
may trigger interview call.
