May the App. and ROLF fees be refunded, what stage?

The App. is April 2002. The AOP is August 2002. Notified the case has
been transferred to the LA office in August 2003. There has been no
any progress since then. At what stages may the application and ROLF
fees be refunded if withdrawal the application? Thank you for the
answer.

Application fee won't be refunded. ROPRF can be refunded as long as visa is
not issued or hasn't been used.
