Default is mailing the PR card to an address in US allowed

I am a bit confused on if it is legal for a person inside Canada to
mail the PR card to a person in US (the PR card belongs to the person
in US)
Have seen conflicting postings
Any suggestions on this will be useful

The CIC will not mail a PR card to the USA. A friend, who had received it
in Canada, could.

The initial receipt of the card must be to a Canadian address, as CIC
won't mail it anywhere else. However, if you are mailing it to the friend
outside of Canada, that is possible. You just have to hope it does not get
lost in the trusty mail system.
