Default lost passport question

I have a friend who lost his passport which had his student F1 visa in it.

He has applied and got a new passport issued by his home consulate. Is it
possible for him to get the F1 visa stamped on his new passport? He has got
photocopies and school records indicating he's a student etc.

Can he get a new F1 stamp here or does he have to go to a consulate outside
the US?

I thinkyour friend should contact the U.S. Citizenship and Immigration Services
(USCIS), tel.# (800)375-5283 immediately. He'd probably have to bring in his
new passport, copy of his old one, and visa, along with school documents to the
nearest INS office. They would verify, and provide him with a replacement
document.
