Even if you are legally entitled to make an application to another CIC
post, you should ask yourself a few questions:
- which visa office is going to be more familiar with my education and
work experience?
- which visa office is more/less likely to give me an interview
waiver? (and do you need/have the necessary tourist visa to attend
interview?)
- if some tasks have to be performed by another visa post, what
priority will they have if referred from elsewhere?
If you apply on an out of jurisdiction basis, even if legally entitled
to, you may find your application takes a lot longer than the standard
processing time for that post. That's not to say you shouldn't
consider doing so - eg, if one visa post is *really* slow, or your
skills and work experience are spread across a variety of countries,
but for most people there's a fairly obvious visa post and usually it
should be used.
