Default Lock in age for sponosrships

On 24/3 Al. Ex. asked about the lock in age for a brother who was 20 when he
was sponsored in 2003 and is now 22.

The answer given was that he was out of luck.

In fact he is not out of luck and will still be considered to be a member of
the Family Class. The specific references are found in the OP Manual ( OP2
Section 5.4 and OP1 5.19.) There is no reference in the Act or Regulations
which states that if he goes over age and stops school that he is no longer
a member of the Class. This differs from the old Act in which persons had
to maintain their eligibility throughout the process. Comments welcome.

If it is the sponsorship of parents case then I stand corrected - age of the
brother in question is locked at the day of application.
