If you move to Alberta directly from outside Canada, then yes,
the coverage will start from day one.

Just keep in mind that if you are eligible for coverage, then
you are covered eventhough you don't have card yet.

AFAIK PR Residency obligation is not exactly like that. You are
required to be accumulate physical presence in Canada of total 2
years in any *rolling* 5 years periods after your landing. In
principle, a new 5 years period will start for each day
beginning your landing, and you must fulfill the 2 years
physical presence in *all* those periods.
So let's say you stay 2 years, then leave Canada for 3 years.
After that - eventhough you have been fulfilling your 2 years
obligation in the 1st 5 years period - you still must stay in
Canada for 2 years.

Those 3 years in 4 years for citizenship is a separate
requirement not related to 5 years periods of PR residency
obligation. If you are still PR then yes you will be eligible
for citizenship if you fulfill the citizenship residency
obligation.
